Director of Human Services

The National Center on Institutions and Alternatives (NCIA), a non-profit human services agency serving the needs of developmentally disabled adults and behaviorally challenged youth for 38 years, is currently seeking a Director of Human Resources.

In this role, the Director of HR is a key member of the senior management team. The Director of HR is responsible for providing leadership in developing and executing human resources strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of change management, organizational and performance management, employee relations, and compensation. The Director of HR provides strategic leadership, develops and implements policies that advance the strategic and operating needs of the organization.

To be successful in this role, the Director of HR must possess outstanding leadership qualities and technical skills together with significant management experience and a strong commitment to service and accountability. The Director of HR must have proven experience as a team builder, a passion for delivering high quality service, deep interest in building strong relationships with leadership and staff, a collaborative, decisive and flexible decision-making style, a hands-on orientation that pays attention to detail, and the ability to lead organizational change.

Duties and Responsibilities:

  • Provide supervision and oversight to all Human Resources functions. Insure continuous quality improvement of all HR functions by monitoring and auditing processes (training compliance, payroll error rate/processing, benefits compliance, workers compensation, unemployment).  Analyze data, develop and implement strategies for improvements
  • Partner with senior management to define and address strategic planning needs (elevate hiring standards, staff expectations, staff development, long range planning).
  • Develop and implement strategies to address high volume recruitment needed
  • Develop and implement strategies to address benefits, compensation and total rewards
  • Provide ongoing coaching and training to managers on performance management. Provide counsel to program managers throughout every phase of employee performance management
  • Work with program directors to create performance/development plans for staff
  • Conduct exit interviews, analyze turnover, and work with program directors to develop programs to improve employment experience and retention
  • Work closely with HR manager to address root causes of worker’s compensation and development of corrective actions
  • Investigate all claims of policy violation including but not limited to: discrimination; harassment, sexual harassment. Develop improvement programs/training if necessary
  • Develop and maintain an effective training program to include classroom and online training for all staff
  • Consult with senior management and program directors to develop and implement new programs, policies and procedures

 Requirements

Director of Human Resources

  • Bachelor’s degree and 10+ years of progressive Human Resources experience. Minimum of five years in a senior Human resources management role
  • Graduate degree in Human Resources or Management preferred
  • Exceptional communication skills
  • Human Services organization experience strongly preferred
  • Prior experience working with very large number of hourly, entry level, and or direct care employees is required.
  • Demonstrated track record of strategic leadership including experience successfully evaluating organization issues and offering alternatives and creative solutions.
  • An adaptable, clear and analytical thinker with the ability to collaborate effectively across dispersed business units
  • Graduate degree in Human Resources or Management preferred
  • SPHR strongly preferred
